A wide range between €135,000 and €420,000 in the middle half shows mixed quality: older village houses at one end and sea-view builds at the other. See Montenegro house listings, apartments and land.
Zelenika lies below the hills of Herceg Novi, with a small port and a promenade connecting it towards the old town and the beaches of Meljine. Herceg Novi is known for staircases, gardens and mild winters, and the Adriatic is a short walk from most homes. Tivat airport is roughly 30 to 40 minutes' drive; Dubrovnik airport in Croatia is also within reach but involves a border crossing. Summer traffic through the bay can be heavy. Buyers include Russians, Serbs and western Europeans, many of whom buy for part-year use.
Zelenika gives you the Bay of Kotor at a lower price than Kotor or Budva, but check legal status on every house.
Foreigners can buy property in Montenegro, though agricultural land has restrictions and many buyers use a local company. Property transfer tax is 3% to 6% (progressive by price) for the buyer, plus lawyer, notary and agent fees. Check the cadastre, building permits and whether a house is legalised, as unregistered extensions are common in coastal areas.
Owners can apply for temporary residence on the basis of property ownership. See our Montenegro buying guide and Montenegro financing page. Mortgages for non-residents are limited.
Bar, Bečići and the capital Podgorica are separate markets, some hours' drive away. See Montenegro for more locations.

Tivat airport is roughly half an hour's drive, and Dubrovnik is further away across the Croatian border.
Verify ownership in the cadastre, building permits and whether additions are legalised. A local lawyer should handle this.
