Whether a plot is buildable depends on spatial and urban plans at municipal level. Check the urban technical conditions, permitted floor area and height, and whether the plot is in a coastal protection zone where building near the sea is limited. A plot in a plan can cost multiples of an unplanned field.

Construction costs in Montenegro are lower than in Western Europe but have risen, and good builders are busy in the summer season. Hire an architect with local experience and a supervising engineer; keep a contingency for terrain issues like rock excavation. If you intend to sell units after building, check tax treatment of development profits with a local accountant. Phased payments to contractors protect you if work stalls.
