Buyer's guide: Oman
If you want to buy property in Oman, the first thing to know is that most of the 29,524 listings on RealEstateAbroad are priced for the local market, with a median asking price of €58,126, but foreign buyers can only purchase freehold in designated areas. This guide separates the headline numbers from the places foreigners can actually buy.
All data is from current listings on RealEstateAbroad and shows asking prices, converted to euros from Omani rial. The rial is pegged to the US dollar, so exposure is similar to a dollar-based asset.
The national median is low because the sample includes large numbers of plots, older family houses and homes in smaller towns. Houses dominate (27,340 listings) and the median size is 280 m². Price per m² is available for only a small subset of listings, so the figure below should be taken as indicative.
| Indicator | Value |
|---|---|
| Active listings | 29,524 |
| Median asking price | €58,126 |
| Middle 50% of prices (p25-p75) | €25,575 - €139,502 |
| Median price per m² (limited sample) | €643 |
| Median size | 280 m² |
| Houses | 27,340 |
| Commercial | 3,176 |
| Land | 2,157 |
| Apartments | 383 |
Under Omani law, non-Omanis can buy freehold property in designated areas, known as Integrated Tourism Complexes (ITCs), and in some other approved developments. Outside those zones, foreigners are usually limited to leases or usufruct rights. GCC nationals have wider rights. The list of eligible zones has expanded over time, so always check that a specific development is approved for freehold sale to foreigners before reserving.
That has a practical effect on the data: many of the cheapest listings in the cities below will be aimed at Omani buyers. Ask any agent to confirm eligibility in writing.

Houses account for over 90% of listings. Commercial property is the next largest category (3,176), followed by land (2,157), and apartments are a small slice at 383 listings.
By bedroom count, five-plus-bedroom properties lead (886), then four bedrooms (430) and three bedrooms (379). Apartments suited to expat buyers tend to be in the Muscat tourism complexes rather than inland towns.
Smaller private sales may involve fewer protections, so always use a lawyer.
Oman has no personal income tax and no general annual property tax. Approximate costs are below; verify locally.
| Cost | Typical range |
|---|---|
| Registration fee | Approx. 3% of value |
| Agent commission | Approx. 2% |
| Legal fees | Negotiated, often fixed |
| VAT | Approx. 5% on some commercial transactions; check |
| Annual property tax | Generally none on homes; service charges apply |
Cheap Omani listings are not automatically open to foreigners; the zone, not the price, decides whether you can own.
Omani banks mostly lend to residents with local income, with limited options for non-residents. Developer payment plans are common in tourism complexes. See our Oman financing guide and mortgage calculator.
Oman has offered residence permits to foreigners who buy property above a value threshold in approved areas. The threshold and permit length have been revised, so check current rules before relying on this route.
Rental demand in Oman is concentrated in Muscat, where expatriate professionals, diplomats and tourists rent apartments and villas, and in Salalah during the khareef season from roughly June to September. Outside these centres, rental markets are thin and tenants are mostly local families.
Resale liquidity follows the same pattern. Freehold units in tourism complexes can be sold to other eligible foreigners, which keeps the buyer pool smaller than in a fully open market. Before buying, ask the developer for recent resale and rental examples in the same complex, the service charge per square metre, and any restrictions in the owners' association rules. Yes, but mainly in designated areas such as Integrated Tourism Complexes. Elsewhere, foreigners are generally limited to leases. Always confirm eligibility of the exact development.
The median asking price in current listings on RealEstateAbroad is €58,126, but this is pulled down by local-market plots and houses. Muscat-area figures such as As Seeb at €165,077 are a better guide for expat buyers.
The main cost is a registration fee of approximately 3% of the value, plus agent commission and legal fees. Verify current rates locally.
Property purchases above a set threshold in approved areas have qualified owners for residency. The threshold has changed over time, so check the current rules.
There is generally no annual property tax on residential property, and no personal income tax. Service charges in complexes can be significant.
Options are limited. Many buyers use cash or developer payment plans. Read our Oman financing page for details.
