Sveti Stefan is a former fishing village on a rocky islet joined to the mainland by a causeway, now operated as a resort, with a pink-sand beach on either side. The village of Sveti Stefan and neighbouring Pržno have terraces of villas and apartments climbing the hillside above the Adriatic. The islet itself is a hotel resort, so you do not buy on it, but you buy views of it.
Budva, with its old town, nightlife and marina, is about 10 minutes away, and Tivat airport around 30 to 40 minutes. The area is busiest in July and August, and quiet outside. Compare Bečići for a larger resort strip, Petrovac for a calmer town and Tivat for the marina market.
Sveti Stefan is the most photogenic stretch of the Montenegrin coast, and the prices reflect it.
Foreigners can buy apartments and houses in Montenegro. Ask whether a new building has an occupancy permit and whether each unit is registered separately. For hillside houses, confirm road access, parking, water and sewage connections. Some properties in resort areas may be subject to special rules, so check zoning.
Approximate costs (verify locally): transfer tax of 3% to 6% (progressive by price), notary and registry fees, and agent commission of about 3%. Our Montenegro consultation guide, financing page and Montenegro analysis explain more, and the country page lists other towns. Budget buyers can check Montenegro under €100k.
Sveti Stefan is a resort area, and many restaurants and shops close outside the summer season. Year-round residents rely on Budva for supermarkets, schools and clinics. The coastal road gets congested in July and August, and parking near the beaches is limited. Winter brings rain and wind, and some hillside houses are cold and damp if not insulated. If you plan to live here year-round, check heating, insulation and the reliability of water and electricity.
Seasonal rental demand is strong from June to September, and luxury properties can fetch high weekly rates. Competition from new developments is intense, and financing is limited, so resale depends on foreign buyers. Check the building's service charges and quality, and compare prices with similar units in neighbouring Budva and Przno.

Prices per m² are comparable to central Budva in some cases and higher for sea-view villas. Compare specific streets, since orientation and views make a big difference.
Ask about road access and parking, water pressure, retaining walls and the building permit. Steep plots may need costly foundations or drainage work.
