Škaljari is a hillside residential district in the municipality of Kotor, along the road towards Tivat and above the bay shoreline. Views across the Boka Kotorska are the main selling point. The district is quieter and cheaper than the old town and the Dobrota waterfront, but it requires a short drive or bus ride to the centre.
Kotor's walled old town, the San Giovanni fortress climb and cruise-ship traffic make summer busy. Tivat Airport is about 10 to 15 minutes away, which is exceptional for the Adriatic; Dubrovnik airport in Croatia is roughly 1.5 hours away, subject to the border. Tivat's marina scene and Porto Montenegro sit close, and the bay's mountains offer hiking.
Buyers are foreign second-home owners, Montenegrin families and investors in short-term lets. For other Montenegrin markets, compare Tivat, Podgorica, Bar, Bečići or Petrovac.
Foreigners can buy apartments and houses in Montenegro. Buying agricultural land is restricted, so check the land category on plots.
The Montenegro consultation guide and financing guide have more. See the Montenegro overview and the cheap Montenegro page.
Most foreign buyers in the Bay of Kotor pay cash. Montenegrin banks do lend to non-residents in limited cases, usually at higher interest rates than in the eurozone core, though the country uses the euro. If you rent out the apartment, you must declare income locally and pay tourist tax. Budget for a lawyer, a notary, a translator and an agent fee, which is commonly around 3% from each side but varies. Ask whether the building has a legal use permit, because without it you may not be able to connect utilities or register the apartment. Use the property valuation tool to sense-check an asking price against local averages.
Kotor Bay is busiest between May and September. Winters are wet and quiet, and the hillside can feel isolated. Check noise from the main road and parking before you buy.

It is a residential district of Kotor, on the hillside along the road to Tivat. It has bay views and is a short drive from the old town.
Generally yes, though the best bay-view properties are not cheap. The median price per m² in current listings is about €3,333.
Around 10 to 15 minutes by car, depending on traffic. That makes the area convenient for second-home owners.
Yes, subject to registration and local taxes. Demand is strongest in summer, so model income for a seasonal pattern.
It is strongly advisable. A local lawyer checks title, permits and encumbrances and supervises the notarised contract.
