The peninsula at the mouth of the Bay of Kotor has quiet coves, olive groves and the Luštica Bay development with marina, beaches, golf and restaurants. Radovići is a small village on its edge, with a handful of cafés and a short drive to the beaches. Tivat airport is around 15 to 20 minutes away, and a ferry crosses the Verige strait between Kamenari and Lepetane.
This is a quieter alternative to Budva, with a more upmarket and international profile. Prices per m² reflect the resort, so compare with Tivat, Petrovac, Bečići and Bar. In winter, the peninsula is very quiet.
Radovići is priced near €5,354 per m² because the Luštica resort sets the tone.
Foreigners can buy apartments and houses in Montenegro. For resort apartments, check the developer's track record, the contract's completion date, service charges and whether title is registered per unit. For villas, review the building permit, access, and whether utilities are connected.
Approximate costs (verify locally): transfer tax of 3% to 6% (progressive by price), notary and registry fees, and agent commission of about 3%. Some developments include rental programmes with guaranteed returns, which require close reading. Our Montenegro consultation guide, financing page and Montenegro analysis offer more, and the country overview lists other areas.
Buyers include yacht owners and crew linked to Tivat's marina, international investors from Russia, Ukraine, Turkey and the Gulf, and western Europeans seeking a Mediterranean second home. The development of new resort complexes has raised prices, and sellers' expectations can be high. Make sure that any promised amenities such as golf courses, marinas or beach clubs are built and operating, rather than planned. Ask whether the area is part of a special land-use plan, which can affect property rights. Visiting in January shows how the peninsula feels outside the high season and which restaurants and shops stay open.
Resort units are marketed to holiday renters, with high summer rates and low winter occupancy. Service charges can be high where a resort provides pools, security and landscaping. Run a conservative rental calculation and ask for actual occupancy and income records from existing owners.

Yes. A Montenegrin lawyer should check title, permits and contract terms.
Yes outside the summer season, with few year-round services.
Resort properties often offer amenities and better infrastructure, but prices are higher and service charges apply. Compare the lifestyle you want with the extra cost, and examine resale and rental history if available.
Tivat has a year-round town, Porto Montenegro and more services, while Radovići is a quieter village near new resort amenities. Prices per m² are comparable in resort areas, so compare specific projects.
