Kamenari sits on the Bay of Kotor, where the Kamenari-Lepetani ferry crosses the Verige strait and shortens the drive between Herceg Novi and Tivat. The bay is a UNESCO-listed landscape of mountains plunging into the water, with old stone villages. Herceg Novi is the nearest town, and Tivat airport and Dubrovnik airport in Croatia are both within a couple of hours.
Buyers are typically foreigners and regional families seeking a Mediterranean base at lower prices than much of the Croatian coast.
Foreign individuals can buy most property in Montenegro, with agricultural land subject to restrictions, so check the land category. Property transfer tax is 3% to 6% of the price, paid by the buyer, plus notary and legal fees. Verify the cadastre entry and that the building is legalised, as unlicensed construction has been a problem. Montenegro uses the euro, and the golden-visa programme has ended.
