The Gulf of Papagayo has sheltered bays and beaches in northern Guanacaste, with resorts, golf, marinas and gated communities. Liberia's Daniel Oduber airport receives direct international flights, and the drive to the coast takes 30 to 60 minutes depending on the resort. The dry season runs from December to April, with strong winds known as the Papagayo winds in some months; the green season brings rain.
Nearby beach towns such as Tamarindo and Flamingo have more restaurants and surf; Santa Cruz is a market town. In the south of the country, Ojochal and Manuel Antonio offer lusher settings. Papagayo buyers include North Americans, Canadians and Europeans seeking a second home with a short flight.
Papagayo is a resort-driven market with international access, not a village; price and amenities reflect that.
Foreigners hold the same ownership rights as citizens for titled land, but the maritime zone has special concession rules, and many beachfront parcels within the first 200 metres are concessions rather than freehold. Check this carefully in Guanacaste. Gated communities have homeowners' association fees that can be significant.
Approximate costs (verify locally): transfer tax of 1.5%, registry and legal fees (roughly 3% to 4% in total), and agent commission of around 5% to 6%. Annual property tax is around 0.25% of declared value. Water supply in Guanacaste can be limited in the dry season, so check the source and the community's wells. Guanacaste has a marked dry season from about December to April, with sunshine and warm winds, and a green season with afternoon showers. Visit in both. Humidity and salt air are tough on appliances, so check the condition of air conditioning, roofing and metalwork. Hurricanes rarely hit Costa Rica directly, but heavy rain can cause landslides and road damage.
A condo inside a resort community typically comes with shared pools, security and a management company, and is the simplest purchase for a part-time owner. A villa gives privacy and space but needs a caretaker, and costs add up for pool maintenance, landscaping and utilities. A building lot appeals to those who want to design their own home, but construction in Guanacaste involves permits from the municipality and the national water authority, a local architect and a contractor, and typically takes a year or more. Ask for the plot's utility connections and the community's design rules before buying.
Short-term rental in resort communities is allowed in some developments and restricted in others. Costa Rica requires registration of tourist rentals and applies tax on income. Occupancy depends on the dry season and flight availability, so work with conservative assumptions. Resort-managed rental programmes can simplify management, but compare fees and owner usage limits.

The resort areas have security and stable infrastructure, but buyers should still check title and community rules. Use an experienced attorney.
Yes. Beachfront parcels may be concessions, not freehold. Your attorney should check the registry.
They cover security, roads, amenities and landscaping. They vary widely, so ask for budgets and reserves.
Dry-season shortages occur in some areas, so check the water source and storage.
Costa Rican banks lend to foreigners at relatively high interest rates. Most buyers use cash or equity.
Visit in both dry and green seasons to see conditions and community life.
The top end is expensive, but our data shows a quarter of listings at €267,298 or below, which includes smaller condos and some lots. Check community fees and other costs as part of the budget.
In some months strong winds blow across the Gulf of Papagayo, which cools the coast and attracts kitesurfers. Check how the wind affects specific plots and outdoor living areas.
