Oman Mortgage Guide for Foreign Buyers

Oman financing guideUpdated October 2026

Oman allows foreign ownership in selected zones, and mortgage lending is built around salaried residents rather than overseas investors. If you intend to buy a villa or apartment in an approved complex, the practical question is whether you will be a resident with a salary transfer to a local bank, or a non-resident buying with developer terms or savings.

Where foreigners may own

Foreign nationals are permitted to buy freehold in Integrated Tourism Complexes (ITCs), such as the large resort-style developments near Muscat and on the coast, and in other designated investment areas. Ownership elsewhere is limited, and land in most of the country remains reserved for Omanis and GCC citizens. Titles are issued by the Ministry of Housing and Urban Planning, and a property in an ITC typically carries a long-term residence visa, with thresholds that depend on the value of the purchase. Residency schemes and price bands are revised periodically, so confirm current figures through the developer and a licensed lawyer.

The ITC market spans apartments and houses, with a few land plots and commercial units available to qualifying investors. Our Oman buying guide covers the legal sequence.

Bank mortgages for expatriates

Bank Muscat, Sohar International, Bank Dhofar, HSBC Oman and Ahli Bank, along with Islamic windows of several banks, offer home finance. For an expatriate employee the typical requirements are a valid residence card, a minimum monthly salary, a salary transfer to the lending bank, an employer letter and a clean credit record. Loan-to-value is commonly capped at about 70-80%, with debt-service limits set by the Central Bank of Oman, and tenors up to 20-25 years, ending before retirement age or the end of the visa.

Non-resident foreigners are rarely approved, because there is no salary to attach and recovery against an offshore borrower is harder. Many choose developer instalment plans, which are common in ITC projects and often require 10-30% upfront with the balance during construction. The Omani rial is pegged to the US dollar, so loan rates move broadly in line with US interest rates plus a local margin. Run scenarios in the mortgage calculator.

Conventional or Islamic finance

Islamic mortgage products (such as ijara or diminishing musharaka) sit alongside conventional loans. The cost is expressed as a profit rate rather than interest, but the monthly outflow is often similar. Ask for the total repayment figure and compare rather than relying on the label.

Costs to expect

Registration fees are typically a few percent of the price and may be paid by the buyer, sometimes shared with the seller. Developers add service charges for communal areas, and ITC homes often involve annual community fees. Agents charge about 2-3%. Oman has no personal income tax, and there is no annual property tax on residential property for individuals at present, although rules can change and VAT now applies to some real-estate related services. Verify details with your lawyer. For realistic entry prices, browse the Oman listings and homes under 100,000, or see the lower brackets in cheap properties.

A sensible order of operations

  1. Choose a project inside an approved ITC or investment zone and request its title documents.
  2. Reserve the unit with a modest deposit refundable under stated conditions.
  3. Obtain written mortgage terms if you are resident, or confirm the developer payment schedule.
  4. Sign the sale and purchase agreement and pay the agreed deposit into the escrow account.
  5. Register the transfer with the ministry and, if relevant, apply for the property-linked residence visa.

Keep every receipt and ask the developer for evidence of completion milestones before each instalment.

In Oman the zone decides whether you can buy and your salary decides whether you can borrow.

Market context

Property in the sultanate is shaped by oil revenues, government spending and tourism development. Prices in the main complexes have been steadier than in some neighbours, but resale liquidity can be thin. Read our Oman market analysis for background before committing.

Frequently asked questions

Can foreigners buy property in Oman?

Yes, in Integrated Tourism Complexes and other designated areas. Outside those zones ownership is generally limited to Omanis and GCC nationals, so check the title status of each property.

Do Omani banks lend to expats?

Yes, to salaried residents with a residence card and a salary transfer. Loan-to-value is commonly capped around 70-80%, and non-residents are seldom approved.

Does owning property give me residency?

Property above certain value thresholds can qualify you for a long-term residence visa, but the bands change. Confirm the current requirement with the developer and the relevant authority.

Are Islamic mortgages available?

Yes. Several banks offer sharia-compliant structures alongside conventional loans, and the documents required are broadly similar.

How do rates relate to the US dollar?

The rial is pegged to the dollar, so local lending rates follow US monetary policy fairly closely, plus the bank's margin.

What is the main risk of an off-plan purchase?

Delivery delay or developer failure. Use an escrow arrangement, verify the permits and pay in stages linked to verified construction progress.
