New Rochelle has a revitalised downtown near the Metro-North station, with Grand Central about 30 minutes away, plus waterfront parks and Iona University. Westchester has some of the highest property taxes in the United States, so budget carefully. Neighbouring options include Bronxville, Scarsdale, White Plains and Yonkers, with the Bronx to the south and Whitestone across the Sound in Queens.
Budget for the school and county property tax, which in Westchester can reach several percent of a home's assessed value every year in some districts. Co-op and condo owners also pay monthly maintenance or common charges. Ask for the last two years of tax bills and any special assessments before making an offer.
Federal law places no ban on foreign homebuyers, but co-op boards may reject applicants and lenders ask non-residents for larger deposits. Retain a New York attorney, as is standard practice. On resale the buyer withholds under FIRPTA at 15%, or 10% and 0% where a qualifying residence sells for up to $1m or $300k respectively.
Our US buying guide and financing guide cover the process.
