Kerkrade lies in the south-east of Limburg, adjacent to Herzogenrath in Germany, with Aachen a short drive away. A former coal-mining town, it has Rolduc Abbey nearby and a history of mining and music (it hosts the World Music Contest). Cross-border workers and retirees are typical buyers. Nearby Dutch towns are Heerlen and Brunssum, with Sittard, Geleen, Maastricht and Roermond a little further north and west. Older mining-area homes should be checked for subsidence history and insulation.
No restrictions apply to foreign buyers. Transfer tax is 2% for owner-occupiers and 8% for other homes. A notary completes the deed and a three-day cooling-off period follows the signed agreement. Mortgage lenders favour Dutch income; cross-border workers with German income should ask specialists.

The Randstad has a much bigger job market and housing shortage. Limburg's former mining areas have lower demand, so €2,650 per m² is well below the national big-city levels. Lower land prices and a shrinking local population also play a role.
Many people do, given the border position. Check tax and social-security rules for cross-border workers before you buy.
Yes, ask for a survey and any historical claims on older homes. A buyer's inspection is inexpensive protection.
It is the main city in the province but not next door. The Maastricht page has its own price data.
