Terni is known for steel industry heritage, for the Marmore Falls just outside town and as the city of Saint Valentine. It has train links to Rome in around an hour and a half and a lower cost of living than Perugia. Nearby places include Todi, Perugia, Viterbo, Rome, Castiglione del Lago and L'Aquila.
The city feels more like a working town than a postcard village, so set expectations.
The compact centre has the shops, the cathedral area and the station, so flats here suit those who want to walk everywhere. The hills and the Valnerina valley offer villas and rural houses with land, often with olive groves. Marmore is a quiet village next to the waterfall. Many large older flats need new heating, windows and electrics, and the building's collective works (condominio) can add to costs. Ask for the energy certificate and the planning compliance document before making a proposal (proposta d'acquisto).
For a resale second home, registration tax is typically 9% of the cadastral value, with a lower 2% for a principal residence. Add notary fees, an agent commission and cadastral taxes. New builds from a developer carry VAT. Non-EU nationals may need reciprocity, and you need a codice fiscale. Always get a technical survey, as properties may have planning irregularities. Italian seismic risk is significant in the Apennines.
