What drives value in the city

Location relative to the ocean, the Third Street Promenade and the Expo Line light rail matters most. Areas such as Ocean Park, the Montana Avenue corridor and the streets north of Wilshire each attract different buyers: young professionals and remote workers favour walkable condos, while families head for houses with schools nearby. The city has its own school district and its own rent-control rules, which affect investors.

Travel to the airport is straightforward, and the city sits between downtown Los Angeles and Malibu. Beverly Hills, West Hollywood and Sherman Oaks are the closest alternatives, and Encino offers more space for the money.

Purchase notes for overseas buyers

There is no restriction on foreign buyers in California. Practicalities:

  1. Hire a California real-estate attorney or experienced agent; escrow handles the closing.
  2. Check condo HOA finances, reserve studies and earthquake-insurance arrangements.
  3. Expect property tax of roughly 1% plus local levies on the purchase price.
  4. Foreign-national mortgages exist, generally with 30% to 40% down.
  5. Plan for FIRPTA withholding when you sell.

Does Santa Monica have rent control?

Yes, certain older multi-unit properties fall under city rent rules. Investors should check a building's status before buying.
