Land in Israel
Land for sale in Israel is rarer than it looks: our database holds 79 plot listings, from 8,410 Israeli properties in total. Most land here is state-controlled or tightly zoned, so a plot is rarely a simple purchase of dirt. This guide covers where plots tend to appear and the legal checks that matter far more than the asking price.
The Israel Land Authority manages the great majority of the country's land. Private owners often hold long-term leases rather than outright title, and the right to build is set by statutory plans, not by ownership alone. A plot with no approved plan can sit unusable for years.
That is why price per m² can mislead. Two adjacent parcels may differ enormously depending on whether they are zoned for residential building, agriculture or open space.
Our top cities for Israeli listings give a rough map. Plots on the edges of Netanya, Haifa and Be'ersheba are generally planned for housing and attract developers. In the northern towns like Afula and Kiryat Motzkin, you will meet cheaper parcels, some agricultural.
Inside Tel Aviv and Jerusalem, a true vacant plot is unusual; what is sold is more often a development right on an old building, usually a TAMA 38 style urban-renewal opportunity, where the real value depends on the permit.
For scale, the typical Israeli listing in current listings on RealEstateAbroad asks a median of €676,873 and about €6,257 per m². Built property at those levels shapes what developers can pay for building land, which is why serviced residential plots rarely trade cheaply.
| Check | Why it matters |
|---|---|
| Tenure (tabu or lease) | Decides whether you own or rent from the state |
| Zoning plan | Sets use, height and building rights |
| Building permit status | Without it, no construction |
| Betterment levy | Up to half of the uplift on rezoning can be payable to the municipality |
| Access and utilities | Costs of connecting roads, water and power fall on the buyer |
Instruct an Israeli lawyer to pull the land registry extract, planning certificate and any lien or caution notices. Visit the plot; boundaries are sometimes unclear. Ask whether Rural Land rules limit who can buy agricultural parcels. Your lawyer should also compute purchase tax and any development charges. See the Israel consultation guide for the wider buying process, and compare with ready houses if you want to avoid planning risk. Our financing page covers funding.

Generally yes for registered or leasehold land, but agricultural land and border or security areas can carry limits. Check the specific parcel with a lawyer.
It is a charge, historically up to 50% of the rise in value, payable when a planning change increases a plot's worth. It is usually triggered when permits are issued, so budget for it.
Only if the plot has an approved plan and you obtain a building permit. Obtaining it can take many months, so never assume a construction timeline from the sale date.
It can be, but returns depend on planning outcomes rather than rent. Without yield, you carry holding costs and rezoning risk. Many foreign buyers prefer built property.
