Our data shows 80 commercial listings, 19 houses, 6 plots and 4 apartments. That makes it a poor guide to the residential flat market, because the city has plenty of apartment blocks that are not captured here. If you want a home, work from the Bulgaria house listings and apartment listings. Commercial buyers will find the commercial property page useful. Treat the price per square metre with caution when it mixes shops, offices and houses.
Veliko Tarnovo is built on steep hills above the Yantra river, with the Tsarevets fortress, old town streets and a large university. Students, tourism and light industry support demand. The city is roughly halfway between Sofia and the Black Sea, with good roads towards both. Compared with Black Sea resorts it is quieter and cheaper, with more year-round life. Buyers include retirees seeking low cost of living, students' parents and local investors.
For other Bulgarian cities consider Stara Zagora, Ruse, Pleven, Shumen and Plovdiv.
Citizens of the EU and EEA may buy land and buildings. Non-EU citizens may buy apartments and houses but not land directly, and usually set up a Bulgarian company to hold land. Transaction costs are low: a municipal transfer tax of roughly 2% to 3%, notary and registration fees, and an agent's commission (approx.; verify locally). Annual property tax is also low. Always have a lawyer check title, debts and building permits, especially on older buildings and commercial space.

Yes, for buildings and apartments. Direct land ownership by non-EU citizens is restricted, so a lawyer may suggest a company structure.
That is how the current data splits. Residential supply exists but is under-represented here.
Bulgaria uses the euro since 1 January 2026, which removes exchange risk from the lev.
Many like the low cost of living and historic setting. Hills make walking hard in places, so test the terrain.
