Buyer's guide: Al Khobar
Al Khobar real estate is mostly about large family villas: current listings on RealEstateAbroad show 1,186 properties with a median asking price of €233,625 and a median size of 312 m². The city on the Gulf coast of the Eastern Province is a base for the oil, petrochemical and services sector, and its property market works differently from the tourist-led Gulf cities.
Prices below are asking prices taken from current listings on RealEstateAbroad, converted to euros. The median is €233,625; the lower quartile begins at €157,340 and the upper quartile reaches €321,831. At €832 per square metre, space is cheap relative to Dubai or European capitals, which explains the big average footprint.
| What we measured | Value |

The mix is unusual for a city of this size. Villas account for 716 of the listings, apartments for 404, houses for 65 and there is a single commercial listing. Bedroom counts follow suit: 272 listings have five or more bedrooms and 102 have four, against only 31 with one or two bedrooms.
If you are comparing options, start with the national category pages for villas and apartments, then look at houses or land if you plan to build. Very few small flats are listed, so a studio-sized budget may be better spent elsewhere or on the cheaper listings across Saudi Arabia.
Al Khobar forms part of the Dammam-Dhahran-Khobar conurbation. It is known for its Corniche on the Arabian Gulf, shopping malls, the Aqrabiyah and Thuqbah districts, and its proximity to Dhahran, home to major energy-sector employers and a university. The King Fahd Causeway links the area to Bahrain, which makes weekend travel easy, and King Fahd International Airport at Dammam handles flights.
Buyers are largely Saudi families and professionals employed in the Eastern Province, plus long-term expatriates. Investors usually look at rental yields from villas leased to company staff. Climate is hot and humid in summer, so air-conditioning quality and shaded parking matter more than a sea view.
Saudi Arabia has been liberalising property ownership for non-Saudis. A new ownership regime approved in 2025 and taking effect from 2026 is designed to allow foreign buyers in designated zones, with a focus on cities such as Riyadh and Jeddah. Historically, foreigners with legal residence could buy one home for personal use with approval, and Gulf nationals had broader rights.
We cannot confirm from here which parts of Al Khobar fall inside designated zones. Before paying a deposit, confirm with a Saudi-licensed lawyer or the relevant government platform that your nationality and the specific plot are eligible. Also expect a 5% real estate transaction tax on transfers, notary and registration fees, and an agent commission that is commonly around 2.5%.
For general principles, see our Saudi Arabia buying guide and the financing overview. Mortgages for non-residents are rare, so assume cash unless a local bank confirms otherwise.
Many buyers weigh Al Khobar against the neighbouring Dammam and the broader Eastern Province listings. For a capital-city alternative, look at Riyadh, and for a Red Sea option, Jeddah. The Saudi Arabia country page lists all cities, and the market analysis gives the macro context.
Al Khobar is a villa market: if you need a compact apartment, the supply is thin, and the real question is whether your nationality is eligible to buy in the first place.

Rules are changing. Saudi Arabia has moved toward allowing foreign ownership in designated zones from 2026, and residents have historically been able to buy a single home with permission. Eligibility depends on nationality, residency status and the exact location, so confirm with a Saudi lawyer before committing.
The median asking price in current listings is €233,625, and half of the listings fall between €157,340 and €321,831. These are asking prices and negotiation is normal.
Al Khobar has a reputation for more coastal and retail amenities, while Dammam is the administrative and port centre. Prices and quality vary street by street, so compare specific listings rather than relying on the city name alone.
A real estate transaction tax of 5% is charged on most property transfers, with other costs for the notary, registration and brokerage. There is no general annual property tax on residential homes, but a tax on undeveloped urban land can apply. Check current rules.
Some Saudi banks lend to resident expatriates with local salary income, typically with a sizeable down payment. Non-resident buyers should assume they will need cash or financing from their home country.
