Buyers from outside the EEA generally need a ministry permit to purchase a house or building plot, with limited exceptions such as long residence in Poland. EU and EEA citizens do not. Applications take time, so buyers usually sign a preliminary agreement conditional on the permit. A Polish lawyer will advise whether you qualify for an exception.
Running costs include municipal property tax, which depends on the building's floor area and land, heating fuel, chimney inspections, insurance and road maintenance if the access lane is private. Winter heating can be significant in an uninsulated 1970s house, so ask for the previous year's bills. Many owners upgrade windows and install heat pumps, and national subsidy programmes have supported such work; ask a local adviser what is currently available to new owners.
The sale is completed before a notary after a land-register check; see the Poland buying guide and financing guide.
Heating and the local plan decide whether a Polish house is a bargain or a burden.
