Penthouses in Germany
Penthouses for sale in Germany are a small segment: 247 listings on RealEstateAbroad among 19,557. The label is applied generously, so some are true top-floor flats with terraces and others are simply upper-storey apartments, and the difference should be visible in the floor plan, not the headline.
We can't offer penthouse-specific medians, but the national context is useful: all-property listings in Germany show a median asking price of €585,000, a middle range of €399,000 to €950,000 and €3,742 per m². Penthouses in Munich, Hamburg and central Berlin usually sit at or above the top of that range, and a premium of 20% or more over comparable flats on lower floors is common.
The best choice is in new-build developments in Berlin and Hamburg, where roof terraces overlook the skyline or harbour. Munich has the highest prices, Frankfurt am Main offers high-rise penthouses near the banking district, and Düsseldorf has riverside examples. For standard flats, see apartments in Germany.
A high Hausgeld is normal for penthouses in full-service buildings.
Add 3.5%-6.5% transfer tax by state, notary and registry fees of about 1.5%-2% and possible agent commission. Penthouse buyers are typically senior professionals, international buyers wanting a trophy city address, and investors targeting high-end rentals. Rental caps do not apply to new-build first lettings, but check the details. Our Germany financing page explains lending for non-residents.
A penthouse is only worth the premium if the terrace rights are written into the title.

Typically yes, with a premium for views, terraces and finishes. The size of the premium depends on the city and building.
Not always. It may be a special-use right over common property. The Teilungserklärung and land register will tell you.
Often, particularly in buildings with a concierge, lift and communal amenities.
Yes, without nationality restrictions. Financing is the harder part.
