Apartments 528, villas 50, commercial 46, land 32, houses 24, studios 8 and penthouses 8. One-bedroom units are the largest group (282), narrowly ahead of two-bedroom (261), with three-bedroom (61), four-bedroom (18) and five-plus (16) far behind. This is a holiday-flat market, with compact units close to the promenade.
The city has a long seafront promenade, Independence Square and a historic role as the place where Albania declared independence in 1912. To the south, the Llogara pass and the Albanian Riviera towns of Dhërmi, Himara and Sarandë are popular summer destinations; to the north lies the Karaburun-Sazan marine park. The airport project for Vlorë has been in development, so confirm its status when planning visits. Tirana airport is about two to three hours away by road. Summers are busy and winters quiet, and building quality varies between developments.
Buyers include Albanian diaspora, Kosovars, Italians and other Europeans.
Foreigners can buy apartments and houses in Albania, but agricultural land is restricted, and ownership is registered with the state cadastre. Because of past title disputes, hire an independent lawyer to verify the title, building permit and developer's record, and avoid paying large sums before the contract is registered. Transfer taxes are low compared with Western Europe (verify locally).
Read the Albania guide, financing page and consultation page. You may also browse Albanian apartments. Villas are the main alternative to flats for larger budgets.
