Land in United Arab Emirates
Land is a small category in the UAE, with 401 plots among 26,932 listings on RealEstateAbroad. Plots are mostly in master-planned communities or investment zones where the developer or government sets building rules.
The country-wide median asking price is €535,533 and the median per m² is €4,324 across all types. Plot values vary by emirate and by whether the plot is serviced. A freehold plot in a prime Dubai community can cost far more than a similar-sized plot in Ajman or Umm Al Quwain. Land is quoted by square foot in many local listings, so convert before comparing.
Foreigners may buy freehold plots only in designated areas, and some communities require approval from the master developer. Agricultural land and plots outside freehold zones are normally restricted to nationals or can be held on long-term lease. Ask for the plot's title deed and the master plan.
Dubai and Abu Dhabi offer plots in established communities. Ras Al Khaimah, Ajman and Umm Al Quwain have lower-cost options. If building is not your plan, consider a villa or apartment.
Buyers sometimes assume a freehold plot can be developed at will, then discover height limits, design-style rules or a build-by date. Others pay a deposit to an agent for a plot that is still owned by a third party, or buy land in a zone where foreign title is not available. Confirm ownership with the land department, ask the seller for the latest title deed, and never pay outside the regulated channels. Get the plot surveyed if boundaries or levels are unclear. A local lawyer experienced with the specific emirate can save money many times over.

In many communities yes. Failure to build can lead to penalties or return of the plot. Read the sale contract.
Banks lend less on land than on built property, and construction finance is staged.
Not always. Plot price plus build cost can exceed a ready villa, so compare total outlay.
The master developer and the municipality. Plan time for both.
