Pärnu sits on the Gulf of Riga and is known for its long sandy beach, spa tradition, the Ranna promenade and its summer music and film festivals. The town is about two hours by road from Tallinn, and Via Baltica links it to Riga. Winters are quiet and the beach town changes character, so visit outside July before you buy.
Buyers include Estonians from Tallinn, Finns and other northern Europeans seeking a seaside base. The Pärnu River and nearby bog trails add outdoor options.
Estonia welcomes foreign buyers, with limits mainly on agricultural and forest land for non-EU persons. The deal is signed before a notary, the buyer is registered in the land register, and there is no annual wealth tax; land tax is local and low. Notary and state fees are modest compared with southern Europe. Banks lend to non-residents on stricter terms. Since property here does not carry a residence-permit route, plan visas separately.
