There are 36 houses and 21 apartments. Two-bedroom homes lead with 16, followed by 15 three-bed, 10 one-bed, 9 four-bed and 6 with five or more. Finnish apartment purchases are normally of shares in a housing company, so ask for the company's accounts, planned renovations and loan share. See Finnish apartments and houses.
Kokkola has a large port and industrial base with a bilingual Finnish and Swedish community. Winters are long, but services are good and housing costs low. Compare with Vaasa and Seinäjoki, larger regional centres within a couple of hours, and Helsinki, the capital and a very different price level far to the south.
Transfer tax is 1.5% on housing-company shares (apartments) and 3% on real property such as houses and land. Buyers from outside the EU/EEA may need a Ministry of Defence permit for real property, so check before signing. A purchase is usually completed with a licensed broker and, for real property, a public purchase witness.
See our Finland buying guide and mortgage guide.
A cheap Finnish home still costs money to run. In a housing company, the monthly maintenance charge covers heating, water and building upkeep, and a financing charge may reflect loans the company has taken for renovations. For a detached house you pay for heating (district heat, electricity or heat pump), chimney sweeping and snow clearing. Ask for the energy certificate, the latest condition survey (kuntotarkastus) and, for flats, the housing company's renovation plan for the next ten years. Foreign buyers must obtain a Finnish personal ID or tax number to complete the purchase and open a bank account.
