Land in Luxembourg
Land for sale in Luxembourg totals 1,284 listings, around one in eighteen of the 22,884 in our database. With housing so costly, building lots are keenly sought after, but plot scarcity and zoning rules mean that many listings are not buildable at all.
Each commune has a general development plan (PAG). Land can lie in a building zone, a green zone, or a mixed rural area; in green zones, new housing is usually prohibited. Even in a building zone, you may need a detailed plan (PAP) before construction begins, and developers often must cede land or build a share of affordable housing.
With the Luxembourg-wide median asking price at €827,190 across types in current listings on RealEstateAbroad, building plots command a high premium. Parcels in Mersch, Bascharage or near Erpeldange-sur-Sûre generally cost less than close to Luxembourg City or Bertrange.
Construction requires a building permit from the commune, an architect, and often an engineer. Allow at least a year from purchase to ground-breaking. Read about houses already built if you want certainty, and see the Luxembourg overview and our consultation guide.
Building land held for years can appreciate, but a tax on unbuilt plots applies in some communes, and the state has pushed mobilisation of vacant land. Before buying for speculation, check whether the commune plans to rezone or levy fees. Agricultural parcels trade at a fraction of building-lot prices, but offer little prospect of conversion, and farm tenancy laws protect existing tenants. Take legal advice on any lease attached to the land, as these can survive a sale and restrict how you use the plot.

No. Only land in a building zone with an approved plan can usually be built on.
Yes, there is no general restriction, though agricultural land has special rules.
Registration duties on purchase and an annual land tax based on the cadastral value.
