Romania is one of the EU's larger newer members by population, and its housing market has moved from bargain to mid-priced within a decade. This Romania real estate market 2026 briefing reads the data as an investor would; listings sit on the Romania property page.

Prices against incomes

Survey data from 2023 put centrally located apartments at about $2,269 per m², and outside-centre homes at about $1,555 per m². The price-to-income ratio was 11.0 in 2024, which is lower than in Poland or Slovakia in our data, and the price-to-rent ratio was 22.4.

Average net pay was around $973 a month in 2024. Mortgage lending is the pivot: the typical 20-year loan rate in our database was 7.88% in 2023, while the policy rate stood at 6.5% in 2024. Anyone relying on a local mortgage should model rates well above western Europe's. For smaller budgets, look at cheap property in Romania and under $100k.

Rental income

A one-bedroom in a central district rented for about $460 a month in 2024, giving a gross yield of 4.5%. That figure is not high enough to compensate for local taxation and maintenance on its own; the case for owning here rests on capital growth tied to rising wages and the shift of IT and outsourcing employment into the larger cities.

Bucharest, Cluj-Napoca and Timișoara draw the majority of tenant demand. Smaller towns can show higher percentage yields but thin liquidity.

Macro picture

GDP was about $429 billion in 2025, but growth slowed to 0.68% as fiscal consolidation bit. Inflation stood at 7.19%, unemployment at 5.99%, and the population at about 19 million. Government debt was 57.5% of GDP in 2024, though a persistently large deficit has put pressure on ratings.

Taxes have risen: VAT is 21% (2026), corporate tax 16% and personal income tax 10% on our latest readings. The government has also adjusted capital-gains and rental taxation in recent years, so check the current treatment with an accountant.

Risks

  • Fiscal consolidation: tax and spending changes can weaken consumer demand.
  • Currency: the leu has been managed but remains outside the euro, so conversion costs matter on exit.
  • Seismic and building quality: older blocks in Bucharest are a known concern; ask for engineering assessments.
  • Land law: non-EU buyers face restrictions on acquiring land directly, so confirm structure with a notary.

Outlook

EU-funded investment and relatively low entry prices continue to support urban demand, while high rates and fiscal tightening cap price gains. The most liquid segment is the modern one- and two-bedroom flat, which you can view on the Romanian apartments page. Underwrite on a 4-5% gross yield and low-single-digit appreciation, not on the double-digit years of the past.

Romania property market FAQ

Is Romania cheap compared with its neighbours?

Central prices of about $2,269 per m² in 2023 sit well below Poland's $3,666 in our data. Incomes are lower too, so locals still find housing stretched.

What does the 10% personal income tax mean for landlords?

Our database lists a 10% personal income tax rate for 2026, but rental income is taxed under specific rules and social contributions may apply. Get an accountant's view before you buy to let.

Can non-EU citizens buy land in Romania?

Direct purchase of land by non-EU individuals is restricted, with exceptions. Buying an apartment is generally simpler, and a notary will explain the position for your nationality.

How high are Romanian mortgage rates?

The 20-year average was 7.88% in 2023 in our database, well above the euro area. Lenders may also ask non-residents for larger deposits.

Which Romanian cities have the best rental demand?

Bucharest, Cluj-Napoca, Timișoara and Brașov attract students and technology workers. Always compare asking rents with actual lettings before you buy.
