Azerbaijan's property market lives and dies with Baku, and Baku lives and dies, to a large degree, with oil and gas revenue. This note sets out the Azerbaijan property market data in our records and what a foreign buyer should discount. For listings, visit our Azerbaijan property for sale page.
Where prices stand
Our legacy 2023 figure for a city-centre apartment is about US$1,700 per m², with a gross yield of 5.3% (2024). The price-to-income ratio of 14.4 and price-to-rent ratio of 19 describe a market that is pricey for local earners but modest in dollar terms. Because Azerbaijan's capital is a regional business centre, rents track corporate demand and energy-sector employment.
| Indicator | Value | Year |
|---|---|---|
| Gross rental yield, city centre | 5.3% | 2024 |
| Price-to-rent ratio | 19.0 | 2024 |
| Price-to-income ratio | 14.4 | 2024 |
| GDP growth | 1.5% | 2025 |
| Inflation (CPI) | 5.6% | 2025 |
| Unemployment | 5.5% | 2025 |
An energy-driven economy
GDP growth of about 1.5% (2025) is subdued, and inflation of 5.6% keeps real returns thinner than they look. GDP per capita is around US$7,411 (2025). The state oil fund cushions the budget, but weaker hydrocarbon prices or output could slow construction and spending. The central bank policy rate was 7.25% in 2024 and our legacy mortgage figure is 9.1% (2023), so credit is dear and the market is cash-heavy.

Foreign ownership and process
Foreigners can buy residential property, but land ownership by foreigners is restricted and rules should be verified for each purchase. Real estate registration is handled by a state agency, and title is confirmed by an extract. A property purchase can support residence applications under certain thresholds, though requirements change, so confirm with a lawyer. See the consultation guide for Azerbaijan and the financing overview.
Baku is a one-market story with an energy-price heartbeat; diversify the rest of your portfolio accordingly.
Risks worth pricing in
- Concentration. Nearly all liquidity is in Baku; regional properties are hard to resell.
- Currency. The manat has been managed against the dollar, but shocks can force adjustments.
- Regional security. Tensions in the South Caucasus can change sentiment quickly.
- Quality. New-build standards vary, so inspect finish and utilities.
Reading the Baku rental market
Rents in Baku follow the corporate calendar: expatriate energy-sector contracts, embassies and international events lift demand in central districts, while outer areas depend on local families. Ask agents for achieved rents on recent lettings and for typical vacancy between tenants.
How to approach a purchase
Focus on completed buildings in established districts with reliable management and transport links. Compare asking prices with our property valuation tool, and check the cheap listings and under 100k pages to see what entry-level stock looks like. The broader analysis hub allows regional comparisons with Georgia, Armenia and Turkey-adjacent markets. Plan on a long holding period, and treat rental income as a bonus rather than the case for buying. If you do plan to let the property, ask local agents for achieved rents on recent lettings, not advertised asking rents, and budget for a vacancy gap between tenants. Currency conversion costs and bank transfer rules for bringing funds into the country deserve their own line in the budget.
