Hong Kong Mortgages for Non-Permanent Residents and Overseas Buyers

Mortgage in Hong Kong for Foreigners

Hong Kong financing guideUpdated October 2026

A mortgage in Hong Kong for foreigners is available from major banks, though the HKMA caps loan-to-value, and lenders discount income earned outside Hong Kong. The government cancelled the extra stamp duties on non-residents in 2024, which made purchasing simpler. This page explains the numbers and the steps. See our Hong Kong page.

Open to foreign buyers, with prudent lending

There are no general restrictions on foreigners buying residential property in Hong Kong, and most flats are leasehold from the government. HSBC, Hang Seng, Bank of China (Hong Kong), Standard Chartered, DBS and others offer mortgages.

Lenders look at where you earn. A Hong Kong salary is easiest, while offshore income is accepted by some banks with a lower LTV. Applications from abroad can be arranged with a bank's overseas or private banking team.

Banks also follow HKMA rules on stress testing, assuming rates rise before assessing whether your income covers repayments.

LTV caps and pricing

The HKMA's rules set maximum LTV bands by price, and in recent years they have been relaxed for owner-occupied homes under a set value. Typical maximums run from around 60% to 70% for owner-occupiers, with lower figures for investment properties and for borrowers whose income is mostly offshore. Check the current bands, since the regulator adjusts them.

Loans are linked to HIBOR or to the bank's prime-based rate, and many lenders offer a cap on the rate. Terms go up to 30 years. Test rates with the mortgage calculator.

Buying steps

Hong Kong deals move fast, with a short window between agreement and formal contract.

  1. Get a mortgage approval in principle.
  2. Sign the provisional agreement and pay an initial deposit.
  3. Hire a solicitor and exchange formal contracts within about 14 days.
  4. Bank valuation and loan offer.
  5. Pay the stamp duty within 30 days of the agreement.
  6. Complete the purchase, usually within a few weeks.

Other options

Foreign buyers may use cash or mortgage from home-country lenders. Private banks sometimes offer mortgages against investment portfolios. Compare options with prices in our market analysis and cheap options.

Why liquidity and currency matter

The Hong Kong dollar is pegged to the US dollar, so your payments move with US rates. A mortgage in HKD with income in another currency creates exposure.

Choosing a district

Hong Kong Island, Kowloon and the New Territories vary hugely. Small flats near MTR stations rent easily, while large house-style units attract fewer tenants. Banks value well-located flats closer to purchase price.

Visa and residence

Property purchase does not automatically give residency. The government's capital investment and talent schemes have their own routes, so confirm which suits you.

Stress tests, rates and payment shocks

The HKMA requires banks to stress test affordability against a rise in rates, and monthly repayments generally may not exceed a set share of income. For overseas earners the bank may apply an additional haircut. Because HKD rates track US rates, a fixed-cap product can limit the downside, and you should compare the cap against the cost of the feature. Early repayment of a discounted loan can trigger a clawback of rebates, so read that clause.

If you buy before you arrive, the process can be handled through a power of attorney and a Hong Kong solicitor, though banks may insist on a video meeting.

New developments versus resale

Developers launch projects through price lists with set payment plans, and some offer in-house mortgage subsidies. Resale flats are quicker to complete but their valuations depend on recent comparable sales. Banks sometimes value resale flats below the contract price in a falling market, so keep a cash buffer for the gap.

Advice

Check management fees, building age and any pending repairs. Read our consultation guide and consider under 100k as a reference, though few homes fit that range.

Hong Kong lenders care more about where your income sits than your passport.
