Public Housing Agencies (PHAs) are organizations that specialize in developing, managing, and operating affordable housing projects, often partnering with local developers to address community housing needs, including public housing and Section 8 programs. PHAs may also act as developers themselves, particularly in projects involving Low-Income Housing Tax Credits (LIHTC).
